The commitments are built around the needs of the local delivery ecosystem, and reflect Grab’s founding mission to create economic empowerment and build sustainable livelihoods for partners over the long term.

Yee Wee Tang, Group Managing Director, Operations, Grab said, “We approach our entry into Taiwan with deep respect and humility. We are outlining these commitments today because we know any change can feel uncertain, and we want to share what Grab stands for and how we plan to serve our Taiwanese delivery- and merchant-partners. If given the privilege to operate here, our core focus will be to ensure our partners can earn sustainably, work safely, and grow alongside us.”

He added, “If approved, Grab will comply with local laws and regulatory requirements. We want to be clear that Grab is an independent company, and we are entering Taiwan to compete fairly and raise the bar to deliver a high-quality service that best serves local partners and consumers. We look forward to collaborative dialogues with regulators and unions, and in addition, we have engaged an independent Taiwanese cybersecurity advisor to review our practices, ensuring compliance with data protection and cybersecurity regulations across our operations.”

Grab’s Commitments to Delivery-Partners

Grab is making three commitments to address concerns that delivery-partners have around their earnings stability and working conditions. These commitments reflect how Grab approaches every market it operates in: understanding the needs of its partners, then building tools and support to address their needs.

1. Stable earnings during the transition: Any change can feel uncertain, so Grab is committed to a seamless transition that protects delivery-partner earnings and minimizes downtime from day one.

Zero-cost transition: All active foodpanda delivery-partners will receive a set of Grab gear and delivery bags entirely free of charge.

Next day onboarding: Document processing will be completed within 24 hours to ensure there is minimal disruption to the earnings of delivery-partners.

Dedicated voice support: A specialized voice hotline will operate for at least three months so that delivery-partners can easily call in for support through the transition.

2. Smart tools to empower delivery-partners to earn efficiently: Grab aims to help delivery-partners earn more by optimizing their time on the road.

Reduced waiting times: Grab will deploy its Just-In-Time Allocation (JITA) technology to minimize waiting time at merchants. It factors in food preparation time and travel time to the merchant, so that the delivery-partner is sent to the merchant just as the food order is ready.

Convenient cash flow: Weekly cash-outs will be standard, and delivery-partners will not be required to deposit funds upfront to receive orders.

24/7 Driver AI Assistant: Delivery-partners will have always-on access to “Coach AI”, a Driver AI Assistant, that guides them on how to drive more efficiently and earn more. Delivery-partners can also ask for advice on a variety of topics, such as tips to increase earnings, what Grab’s policies are, or assistance with common tasks like sending their passengers a message. Delivery-partners can speak their requests and use the Driver AI Assistant hands-free, making it a safe experience while they are on the road.

Flexible working model: Delivery partners may choose to opt in to structured shifts, or operate flexibly in their chosen area-time with no commitments.

3. Safety-first: The Grab platform is built with in-app features that proactively encourage safe and responsible driving habits. In 2025, 99.9% of all rides on the Grab platform were completed without any reported safety incidents.

Safety-first incentive model: Performance incentives will be structurally tied to trip completion, not the speed of the delivery.

Smart fatigue and speed alerts: The Grab driver app includes in-app features such as real-time speeding alerts and fatigue nudges to remind delivery-partners to take necessary breaks.

Large-order splitting: Orders received via the Grab platform that are overly bulky or heavy will automatically be split between multiple delivery-partners, at no additional cost to the consumer, to prevent overloading partners.

Grab’s Commitments to Merchant-Partners

Grab’s partner commitments extend to Taiwan’s vibrant food and beverage sector, with a focus on empowering small businesses. The merchant commitments will offer operational stability during the transition, personalised support, and longer term avenues for growth.

1. Operational stability during the transition:

Automatic transfer of merchant information: To ensure minimal downtime during the transition, merchant-partners’ information, such as their menu, photos and profile, will be automatically migrated to the Grab platform.

Dedicated account management: Merchant-partners who are receiving dedicated account management will continue to get access to this support.

2. Smart tools to empower merchant-partners to easily manage their online business:

Merchant AI Assistant: This is a free AI tool that acts like a personal business advisor, to help local merchants run more efficiently and grow their businesses. Merchants can use text or voice-input to interact with the AI Assistant and receive customized recommendations, helping them optimize their business, such as understanding what’s selling well, when to run a promotion, how to optimize their menu, and how to reach new customers. In Southeast Asia, 1 in 4 active merchants engage with the feature monthly and we have seen this result in up to 15% GMV uplift for engaged merchants.

Self-serve capabilities: Merchant-partners can update their menus, upload new food photos, and control their inventory by themselves directly on the Grab Merchant app and web portal, without requesting and waiting for customer support.

3. Initiatives to help Taiwanese brands reach new international customers:

Automated translations for menu and chat: Grab’s in-app translation helps Taiwanese merchants expand their customer pool and reach foreign travellers in Taiwan, who can browse menus and order in their own language.

Merchant internationalisation programme: Grab will offer a pilot merchant internationalisation programme that supports interested Taiwanese brands that meet the programme criteria to expand and reach new customers across Southeast Asian markets.

Partners can Achieve Personal and Career Goals with Grab’s Learning Platform, GrabAcademy

Grab will introduce its flagship learning and development platform for its partners, GrabAcademy. GrabAcademy aims to empower and help its partners build relevant skills that will allow them to thrive in their careers within and even beyond Grab.

Across Southeast Asia, GrabAcademy has online and in-person training courses, such as customer service, food safety, and on-the-road incident management, that equip partners with the practical skills needed to thrive on the platform today. Grab also recognizes that platform work is often a vital transitional phase for individuals re-entering the workforce or exploring new industries, hence GrabAcademy also offers courses in fields such as AI literacy, digital marketing, and smart logistics, and career support services for driver- and delivery-partners who wish to pursue careers outside of Grab. For merchant-partners, GrabAcademy offers access to specialized digital business and entrepreneurship courses designed to help small and medium enterprises (SMEs) master operational efficiency.

If granted the approval to launch in Taiwan, the GrabAcademy courses that will be offered will be tailored to local needs, based on engagements and feedback from delivery- and merchant-partners and other local stakeholders.

Grab’s commitments to Taiwan’s delivery-and merchant-partners reflect its founding belief that technology should create opportunity for everyone.
