Can someone help me through this level.  My soldiers on the right side of the screen do not climb towards the right....is that normal?

you have to get one of your soliders to climb on the rock if you haven't shot the arrow that goes downward. you stand above it and using the rocket, shoot one of the rocks. the other round rocks will fall but both of your soliders get out safely. it should look like a stairway. i'm sorry if i'm not helpful. but i tried.
